Greenbush - The Education Service Center is seeking applications for an Executive Director at Russell Child Development Center in Southwest, KS.

Purpose Statement:  The job of Executive Director was established for the purposes of providing organizational vision and leadership and managing the overall operation of the agency as designated by the Board of Directors by addressing administrative needs and processes; establishing long and short term strategic planning; communicating with a wide variety of internal and external groups and individuals; and ensuring compliance with policies, procedures and codes.  The position is an employee of the Southeast Kansas Education Service Center-Greenbush, but is housed full-time in Garden City.  The Executive Director reports to the Board of Directors of RCDC and works with the Director of Community Support Services of Greenbush.

 

Essential Functions: 

  • Supports the Board of Directors and agency Program Directors for the purpose of developing and implementing programs and services to achieve operational goals and to carry out the mission of the agency.
  • Oversees agency operations, programs, budgets, facilities, and related activities for the purpose of ensuring quality programming and that objectives are attained within budget and in compliance with established regulations and operational practices.
  • Recommends and implements solutions to a wide variety of complex issues for the purpose of addressing the operational needs and responsibilities of the agency.
  • Represents the agency and Board of Directors across the service delivery area and in local, state and federal venues for the purpose of serving as a spokesperson for the interests of the agency, its clients and the Board of Directors
  • Stays informed and engages in public policy advocacy activities on behalf of the agency and its clients.
  • Responds to complex and critical issues and inquiries from a wide variety of internal and external sources regarding development, implementation and evaluation of agency programs for the purpose of identifying relevant issues and recommending or implementing action plans.
  • Travels regionally, statewide and nationally to maintain agency visibility; fulfill program requirements; stay abreast of current research and happenings; cultivate and maintain donor, professional and legislative relationships; make presentations; provide legislative testimony and engage in advocacy efforts; and participate in collaborative groups or statewide and national organizations.
  • Provides professional and personal leadership for the purpose of promoting evidence-based professional growth within and outside the agency to assure quality programming, effectiveness, and continuous improvement.
  • Develops internal controls, policies, procedures, proposals, long and short range strategic plans, and agency budget recommendations for the purpose of achieving organizational objectives, program requirements, and Board of Directors policies in an efficient and timely manner and in accordance with agency standards and mandated regulations.
  • Researches a wide variety of complex topics (e.g. best practices, policies, procedures, guidelines and regulations, financial resources, etc.) for the purpose of ensuring compliance with established requirements and regulations, securing general information, and/or responding to requests.
  • Collaborates with a wide variety of internal and external groups and partners (e.g. department heads, auditors, community organizations, regulatory agencies, etc.) for the purpose of implementing program components; creates long and short term plans; and addresses organizational objectives.
  • Compiles and analyzes data from a wide variety of internal and external sources (e.g. administration, employees, outside agencies, auditors, state and federal regulations, community organizations, parents and families, etc.) for the purposes of developing financial, legal, and/or administrative policies and procedures and measuring attainment of organizational objectives
  • Evaluates specific requests and considers new opportunities based upon the agency’s mission and capacity to achieve success
  • Facilitates meetings involving a range of issues (e.g. personnel and financial processes, regulatory requirements, grant proposals and program implementation, requests from outside agencies, interdepartmental needs, continuous improvement, conflict resolution, etc.) for the purpose of conveying/gaining information, developing recommendations, guiding and supporting agency staff, providing reflective supervision, and/or representing the agency.
  • Secures funding or reimbursements for agency programs through competitive grants; local, state and federal governmental sources; fundraising activities; and collaborative efforts with other agencies and partners.
  • Oversees a variety of administrative functions assigned to agency Program Directors for the purpose of managing operations and ensuring services are effectively and efficiently provided within established guidelines, policies and legal regulations.
  • Performs a variety of personnel functions (e.g. interviewing, evaluating, training, supervising, etc.) for the purpose of maintaining adequate staffing; enhancing productivity; achieving objectives within budget; and complying with administrative and legal requirements.
  • Presents information on a variety of topics (e.g. strategic planning, budget, caseloads, legislative and advocacy, community involvement, etc.) for the purpose of conveying information; gaining feedback and approval; and/or making recommendations regarding agency programs and services.
  • Adheres to all professional guidelines as outlined in agency policies.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade in order to meet changing job conditions.  Specific skill-based competencies required to satisfactorily perform the functions of the job include:  developing and administering budgets; operating standard office equipment, utilizing pertinent, current and evolving technology applications; planning and managing multiple projects; preparing and maintaining accurate records; training, developing and supervising staff; and frequently working extended or nonstandard hours.

 

KNOWLEDGE is required to review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.  Specific knowledge-based competencies required to satisfactorily perform the functions of the job include:  pertinent codes, policies, regulations and/or laws; current trends and practices; principles of employee development and management; project development; goal attainment; time management; third party reimbursement for health related services; and principles of conflict resolution.

Responsibilities include:  working independently under broad organizational policies to achieve organizational objectives; managing major organizational components; and determining the use of funds.  Utilization of significant resources from other work units is routinely required to perform the job’s functions.  There is a continual opportunity to significantly impact the organization’s services. 

 

Working Environment

The usual and customary methods of performing the job’s functions require the following physical demands:  some lifting, carrying, pushing and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.  Generally the job requires 50% sitting, 30% walking, and 20% standing.  The job is performed under minimal temperature variations and in a generally hazard free environment.

 

Experience         Job related experience within early childhood programs, grant administration and nonprofit management with increasing levels of responsibility is required.

 

Education            Minimum Master’s degree in Special Education, Early Childhood, School Administration, Organizational Leadership, Nonprofit Management or Related Field
