Greenbush - The Southeast Kansas Education Service Center is seeking applications for a Procurement Coordinator.

Purpose: The Procurement Coordinator serves as a liaison to internal and external stakeholders and performs professional work of advanced difficulty in the technical and administrative functions for the business relations department, including data and contract management, strategic procurement planning, procurement policies and procedures, quality control, electronic procurement systems, and development of collateral marketing material.
Qualifications: Education and Training 1. Bachelor’s degree from an accredited college or university in Business or Public Administration, Purchasing, or closely related field
Work Related Experience 2. Three years of progressively responsible experience in purchasing, preferred Knowledge, Skills, and Abilities 3. Considerable knowledge of business practices related to purchasing 4. Considerable knowledge of contract documents, solicitation methods and contract administration related to procurement and business agreements 5. Ability to study and develop knowledge of laws, policies, and procedures governing public procurement 6. Ability to perform mathematic computations and collect statistics for analysis to drive the decision-making process 7. Ability to study and develop working knowledge of infrastructure project delivery methods, including design-bid-build, design build, construction manager-at-risk, and job order contracts 8. Knowledge of cost accounting as it relates to price and cost analysis 9. Ability to research and prepare, or assist in the preparation of highly complex specifications, solicitations, and contract documents 10. Working skill and ability to continue skill development with computer programs, including automated purchasing systems and common office software, CRM’s, basic desktop publishing, and productivity tools 11. Ability to read, interpret, explain and properly apply rules, regulations, laws, policies, and procedures 12. Ability to develop effective and cooperative working relationships with other departments, employees, suppliers, and public agencies 13. Ability to use judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature 14. Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner 15. Ability to establish schedules and to complete projects on a timely basis 16. Ability to evaluate and award contracts impartially and objectively 17. Possess complete integrity and high sense of personal and professional ethics 18. Excellent organization, critical thinking and decision-making skills 19. Essential Functions: 1. Prepare highly technical and complex specifications, contracts, and solicitation documents, including all related research and value analysis 2. Prepare and analyze competitive sealed bids, competitive sealed proposals, request for quotations and requests for statements of qualifications 3. Identify and notify potential sources 4. Conduct pre-bid and pre-proposal conferences 5. Coordinate and supervise activities of evaluation committees 6. Recommend lowest responsive, responsible bidder on IFB’s and most advantageous offer on RFP’s 7. Perform contract administration, including liaison between suppliers and departments, compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments and extensions. Analyze cost and price data vendors and assist in the performance of contract audits when required 8. Review contract documents, agreements, purchase orders, and other documents within delegated authority 9. Maintain integrity of the public procurement process 10. Analyze current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, quantity discounts, standardization, value analysis and cooperative purchasing 11. Assist in the procurement and implementation planning of materials, programs, services, or other resources by reviewing, studying and collaborating with stakeholders to make recommendations 12. Provides varying levels of direct support to internal and external stakeholders, including phone and web support, tutorials, and facilitation of training at workshops or conferences 13. Develop support materials as needed, including digital and print communication to promote programs and services 14. Monitor and update procurement and contract information located on the website. 15. Attend conferences and workshops as assigned 16. Foster and maintain positive working relationships with all stakeholders 17. Add value to customer experience through critical thinking, anticipating needs and offering additional services/support, if appropriate 18. Handle sensitive/confidential information appropriately and in accordance with established guidelines and policies 19. Performs other duties as assigned
Physical Requirements: 1. Must have sufficient mobility including, but not limited to bending, turning, twisting upper body, reaching 2. Ability to transport and carry objects up to 25 pounds 3. Ability to work in a noisy environment with many interruptions 4. Ability to sit or stand for long periods of time 5. Required to travel in a personal or Service Center vehicle 6. Overnight travel required
